Murat Abenov: "You can’t be competitive without spending money on science"

Kentau scientists and industrialists from near and far abroad countries discussed issues related to the implementation of innovations in the development of high-tech industries

Science and business in Kazakhstan yet speak different languages ​​– to this conclusion came the participants of the international scientific-technical conference “Industrial Synergy 2016", organized by NCE "Atameken" in Kentau of SKR.

The topic of the conference "Development of high-tech industries and innovation in Kazakhstan" predetermined the venue - Kentau Transformer Plant. More than 200 scientists and manufacturers from near and far abroad came here to study where introduced innovative technology of the holding company “Alageum Electric”. They all raised issues related to the implementation of innovations in the development of knowledge-intensive industries.

The participants unanimously agreed: it is possible to develop the economy steadily today only through the introduction of innovations in manufacturing, increased productivity, improved human capital and the proper organization of the work. But Kazakhstan has reduced the amount of money, which is annually allocated to science. If the state spent on these purposes 35 billion a few years ago, in the previous year - 33, in the current - only 29 billion tenge.

Of course, you can live without a lot of science, technology or buying finished products from other countries. But our country - has big priorities and ambitions. If we want to enter into 30 competitive countries of the world and not be left behind in the economic and scientific-technical development, without increasing allocations to science, we can’t do it. Now in the world there is nothing that would determine the competitiveness of the country's more than science and high-tech production, said the participants of the conference.

"In addition, little money is allocated, but it is spent inefficiently, - said Deputy Chairman of NCE RK "Atameken" Abenov Murat, who took part in the conference. - Today a lot of money is spent on basic science rather than applied research. That is money not spent on the realization of some concrete projects aimed at production of competitive products, but on theoretical studies, which do not bring any benefit to the country's economy. So you need to ensure today that more money is spent on their application".

Murat Abenov once again drew attention to the fact that the level of state funding of science is low. In 2015, it amounted to 0.17 of GDP, which is below the critical level of 1%. But during the development of these resources, the needs of industrialists are rarely taken into account due to the lack of clear mechanisms of interaction between science and business. Indicative in this regard, the share of expenditure on research and development in GDP of other countries. The share of expenditure on science in GDP in recent years, the top five are: Israel (3.9%), Finland (3.5%), Sweden (3.4%), Denmark (3.0%), Germany 2 9%). The United States, according to the world ranking by the level of expenditure on science in GDP of UNESCO Institute for Statistics, held the 8th place, China - 14, Russia - 25, UK - 17, Japan - 39, Kazakhstan - 70th place.

By the way, the difference between us and the above-mentioned countries is in the fact that we have a large amount of money allocated on science comes from the state, and abroad - through private companies and corporations. Kazakh private equity is in no hurry to spend money on research. Our business is not yet ripe to invest in science, and it is possible to understand the risks and costs are high, and the results can’t be guaranteed. Participants of the conference were thinking how to stimulate them and to improve the efficiency of state financing of science.

For example, NCE intends to create a single platform that would bring together the potential of scientific, industrial organizations and public institutions, which could provide information and methodological assistance.

It was said at the conference about the transparency of use of funds allocated to research and development. Where money goes, designed to carry the innovation? On what they spent, why they did not help our products to become competitive? Participants of the conference were invited to audit funds spent on the science.

"I am very pleased that our conversation today was attended by representatives of Ministries, various government institutions, and today they recognize that there is a problem. Science and business must speak the same language and listen to each other, understanding that this interaction is beneficial to all. It is necessary to change approaches to work, to make interaction "science, industry and the state" closer. Only in this format, you can achieve a good result", - summed up the meeting Murat Abenov.

By the way, “Alageum Electric” – is one of the few companies, which itself invests in research and development, realizing that to be competitive and not to spend money on science is impossible today. Just a few years ago, the company had 700 employees and produced products at 10 million dollars, now it has - 1200 employees, and the output rose to 100 million dollars. That is, by increasing the number of staff less than 2-fold, they increased business profits 10 times. This happened due to increased application of innovation. Today the company “Alageum Electric” has its own college, which directly cooperates with scientific institutions, and this has yielded results. Such interaction – is an example for all companies, and it was decided to distribute this experience among other leading companies.
